Professor Lin Tzi Chiang, PhD. JP (T. Chiang Lin) has indisputably been the major driving force behind the growth and the legislation of Chinese Medicine in Australia. He completed his PhD degree of Medical Science, in the study of Hepatitis B at Nanjing University of Chinese Medicine. In completing his PhD, Professor T.C Lin wrote a thesis on the clinical experience and approaches of Professor Jin Shi in the management of Hepatitis B. This was the first time modern laboratory investigation methods were used to assess or evaluate the treatment result in hepatitis B with Chinese herbal medicines. Professor Lin originally migrated to Melbourne, Australia, in 1979 where he opened two successful Chinese medicine clinics. He began lecturing as a Senior lecturer for clinical Acupuncture at the Australian Acupuncture College, Melbourne in 1981. It was then that he began to make his mark on the history of Chinese medicine development in Australia. In 1990, Professor Lin founded the Federation of Chinese Medicine and Acupuncture Societies of Australia Inc. (FCMA), and was elected as the first National President, a position he still holds today. FCMA is now one of the largest professional bodies representing Chinese medicine practitioners including Acupuncture in Australia. The FCMA became a consulting body for the Therapeutic Goods Administration, and the Australian Government about issues relating to Chinese medicine. Professor Lin realized that if the profession of Chinese medicine was to develop in Australia and become effectively regulated, the educational standard had to be high. Working in conjunction with Nanjing University of Chinese Medicine in China, he then developed a five-year undergraduate course in Chinese medicine at RMIT University in Melbourne. This became the first comprehensive degree course in Chinese medicine providing training in both Chinese herbal medicine and acupuncture, and a two-year Masters degree in acupuncture. Professor Lin chaired the Chinese Medicine Development Committee and Chinese Medicine Management Committee at RMIT University, the first student in take was in 1993. The creation of these courses laid the foundation for the regulation of Chinese medicine in Victoria. He has been active in Chinese medicine research ever since, undertaking clinical trials on the efficiency of acupuncture in the treatment of various diseases. Professor Lin has lectured extensively on Chinese medicine and has chaired numerous conferences in both China and Australia. In a press release from the department of Health and Human services, we see that Professor Lin’s hard work and dedication to the regulation of Chinese medicine in Australia finally pays off. “In 1995, Professor Lin headed the delegation to the Department of Human Services, Victoria that led to the review of the practice of Chinese medicine in Australia. Legislation was subsequently developed in the state of Victoria for the regulation of Chinese medicine (including Acupuncture).” - Department of Health and Human Services 2000. During this time, he served as a Committee member in the Ministerial Advisory Committee on Chinese Medicine to the Victorian Health Minister, and lobbied all sides of the Government to support the regulation of Chinese medicine. The Chinese Medicine Registration Act 2000 was passed in Victorian Parliament in May 2000. Professor Lin was appointed to the Chinese Medicine Registration Board of Victoria in December 2000. A member of the Victorian Parliament, the Hon.B.C.Boardman made a statement during the second reading for the Chinese Medicine Registration Bill in the Legislative Council: “…He has been one of Victoria’s strongest advocates for the introduction of the legislation and the development a framework to protect the industry and the public. Without Professor Lin’s knowledge, insight, enthusiasm, professionalism and participation over the many years prior to and during the development of the legislation-not just in Victoria but on a national level-honorable members possibly would not have been discussing tonight the introduction of this important bill. He is an asset to the industry, a gentleman and a wonderful Victorian, someone fondly regarded on all sides of politics.” Tuesday, 9 May 2000 Amongst his many talents, Professor Lin is also a well artist in the field of Traditional Chinese Painting. In 1983, he was awarded an Excellent Prize in the 19th Asia Modern Art exhibition in Japan, and was later named one of ’50 Famous Artists’ in Hong Kong and Taiwan in 2004. Professor Lin is an innovator and a tireless worker that has developed and maintained professional standards of Chinese Medicine in Australia.
